Agent Orange: Vietnam vet from Syracuse inspires bill in Congress to compensate families




U.S. Rep. Dan Maffei has introduced a bill named after Hackett's husband that would require the Department of Veterans Affairs to establish a task force on Agent Orange.

The task force would recommend how to care for and compensate Vietnam vets and their children or grandchildren who develop Agent Orange-related illnesses and birth defects.

Maffei, D-Syracuse, introduced the "Lawrence J. Hackett Jr. Vietnam Veterans Agent Orange Fairness Act" in April and is now seeking Republican co-sponsors in the House.

What Needs to be Done?
If Americans are ever going to solve the problems of veteran disrespect and mistreatment by the Department of Veterans Affairs which currently is occurring in epidemic proportions, from denial of benefits for older veterans to inept handling of newer veteran problems like claim backlogs and unprecedented suicide rates of the men and women returning from Iraq and Afghanistan, the public is going to have to step forward with a unified voice and demand change. Change will not come about on its own and not without pushing hard on our elected officials. And if anyone thinks that these problems are trivial compared to items like the national budget and partisan bickering over health care and taxes, they had best stop and think again. Without the military forces that protect our freedoms, like our current ability to continue to operate in a Representative Democracy, the general public will no longer have a say in how this country is run. The surviving members of our military become our veteran population.

Every individual of voting age needs to please immediately contact their Senators and Representatives contactingthecongress.org/ and tell them that HR-543, The Blue Water Navy Vietnam Veterans Act, must immediately be passed by the House and forwarded to the Senate. If you don’t all act now, you bring the possibility of not being able to act in the future one step closer to reality.

US pays for cleanup of dioxin-tainted soil

Memphis VA hospital faces congressional probe after patient deaths


A letter from the committee chairman, Rep. Jeff Miller, to the Department of Veterans Affairs on Wednesday mentions three patients who died in the hospital's emergency room.

A VA inspector general's report released Oct. 23 said one patient was given a medication despite a documented drug allergy and had a fatal reaction.

Another patient was found unresponsive after receiving multiple sedating medications. A third had critically high blood pressure that was not aggressively monitored and experienced bleeding in the brain about five hours after going to the emergency room, the report said.

Opinion: Vietnam veterans need your help






There is legislation in the House of Representatives, HR-543, that would re-establish Agent Orange benefits for these individuals following their removal by the Veterans Administration from coverage under the Agent Orange Act of 1991.

The VA denied them coverage because they did not have their "boots on ground" in Vietnam, as if the herbicide and its dioxin contaminant stayed completely out of the water and the air and off the thousands of tons of supplies that transited through Vietnam to the ships offshore

Please contact your representatives and tell them you support HR-543, The Blue Water Navy Veterans Act of 2013. Tell them you want HR-543 passed in this Congressional session.

Protecting All Veterans Programs from Harm....#StopHurtingVeterans #PutVets1st




DAV Washington Headquarters Executive Director Garry Augustine called for support of extending advance appropriations for all Department of Veterans Affairs programs at a special event Oct. 30, 2013 on Capitol Hill.

Joining with a coalition of other veterans and military service organizations, and bipartisan support from both chambers of Congress, the case is being made to #StopHurtingVeterans and start to #PutVets1st.





VA opposes shutdown protection only for itself

A politically popular proposal to protect all veterans programs from harm during future government shutdowns is meeting opposition from an unexpected source: the Veterans Affairs Department.  But VA said Wednesday it does not back the legislation.


"Failure to pay mandatory benefits would be a disaster"” Sanders said. "As we saw this month, in the event of a prolonged shutdown, VA would not have been able to issue disability compensation, pension payments or education benefits. The veterans community is not particularly wealthy. Many of them depend on these benefits to feed themselves and their families, to pay their rent and to make ends meet"”

Miller said one of the reasons for protecting the veterans programs is to prevent veterans from becoming "political pawns" in budget fights.

House passes Gibson bill to help Blue Water Navy Vietnam vets



The House of Representatives has passed a bill sponsored by Congressman Christopher Gibson (R, NY-19)) that would move the ability of Vietnam veterans who were assigned to ships off the coast and were afflicted with Agent Orange to receive benefits.




Military personnel who served on the ground and contracted the disease have been covered automatically, but those onboard ships off the coast of Vietnam have been required to list detailed specifics of how they contracted it, making it almost impossible to gain benefits.

Gibson hopes his legislation, if also approved in the Senate and signed by the President, helps ease the burden somewhat.

VA Backlog to be Honored on Veterans Day




Paperwork, USA - On November 11, 2013, the United States will be honoring its myriad heroes: the fallen fighters, the surviving soldiers, and the longest-surviving paperwork this country has ever seen. This year, the Department of Veterans Affairs (VA) will be honored for vehemently doing nothing about its piles and piles of disability claims.
 
"These are the guys that deserve to be recognized"” said one veteran. "I only served in Afghanistan for 4 years. These claims, though--they’ve been serving that one tiny office for longer than I’ve been alive"”

VVA PRESS RELEASE: Reopen the Government, Don't Use Veterans As Pawns; Allow Vets to Visit Memorials on the Mall




 IMMEDIATE RELEASE

The following is taken in part from the text of a letter sent by VVA National President John Rowan to Senator Bernie Sanders, Chairman of the Senate Committee on Veterans' Affairs.

"It is a sorry state of affairs that our nation is stuck in a shutdown that should never have transpired but for the intransigence of a certain few who are blocking a clean Continuing Resolution (CR). The government needs to be reopened, by passage of a CR, because Congress has failed to pass the twelve appropriation bills necessary to fully fund the government for FY 2014. The looming threat of default, of being unable to pay veterans' compensation and pension payments on November 1, will cause many veterans who depend on this money for their survival to have a worsening of their condition, resulting in avoidable hospitalizations and possibly even preventable suicides.

"It is the role of Congress to pass the federal budget by the beginning of the federal fiscal year, October 1. Congress--on both sides of Capitol Hill-- has failed to accomplish this in a timely fashion in 23 of the past 27 years. For this reason, the veterans' service organizations, supported by The Military Coalition and other groups, united and won from Congress advance appropriations for the VA's medical accounts, which amount to some 86 percent of the VA's discretionary budget. In addition, Vietnam Veterans of America fully supports enactment of H.R. 813, the Putting Veterans Funding First Act of 2013, which would move the balance of the VA's discretionary accounts over to advance appropriations.

"The failure of the House to even permit a vote to go along with the Senate to enact a clean CR has failed America. Even if the appropriation to the VA was funded, the failure to fund the U.S. Park Service is but one example of how veterans rely on a federal government that works. Just as we do not want to see any disruption in the flow of benefits needed by many veterans and their families--disability, pension, education, survivor, and other programs under Title 38—we do not want to see veterans used as pawns in games of political one-upsmanship. For those in Congress to act as if they had nothing to do with closing access to the memorials is outrageous demagoguery. Using veterans as pawns in politics is dishonorable and a disservice to the honored dead who are memorialized at these sites."

Vietnam Veterans of America (VVA) is the nation's only congressionally chartered veterans service organization dedicated to the needs of Vietnam-era veterans and their families.  VVA's founding principle is “Never again will one generation of veterans abandon another.”

Government shutdown: VA backlog at risk



"The backlog will go in the wrong direction by 2,000 claims every day"” Soltz said. "They’ve cut into that thing a lot, and they’re going to lose that momentum. Every day that the government is shut down, the claims begin to build up"”

"As U.S. service members continue to work tirelessly, our government threatens to shut down tomorrow: prioritizing political point-making over the people it is charged with serving"” she said in a statement. "It is unthinkable that veterans who have sustained career-ending injuries, dependent on the disability benefits they earned, could be needlessly cut off from support"”

The VA is doing what it can to lessen the effects on the backlog in case of a shutdown, Soltz said, but a long shutdown will make missing payouts unavoidable.

"There is a real argument right now that the backlog will grow, the question is how much"” he said. "The assumption is that in 30 days they’re out of money, and veterans don’t get their service-connected checks anymore"”

House votes to cut salaries, deny bonuses to Veterans Affairs officials



The 2014 spending bill for the VA already includes new funding to help the department handle this backlog. But members also voted in favor of a few amendments to penalize the senior officials responsible.

By unanimous consent, members approved language from Rep. Jack Kingston (R-Ga.), which would cut the salaries of senior VA officials by 25 percent unless the VA reduces the number of older disability claims. The language says claims more than 125 days old would have to drop to 40 percent of all claims to avoid this salary cut.

The majority of the U.S. Senate sent a letter to President Barack Obama on Friday, urging his "direct and public involvement" in fixing the disability claims backlog plaguing the Department of Veterans Affairs.

Obama warns disabled veterans prolonged sequester could put their benefits in jeopardy

President Obama took his case for ending the sequester to hundreds of disabled veterans Saturday, saying he protected their benefits from the “reckless” cuts to the federal budget but suggesting next year might be different.



Obama Assures Disabled Veterans They Will Get Aid

Mr. Obama, addressing the annual convention of the Disabled American Veterans, said that his administration was finally shrinking a backlog of years of benefits claims — by 20 percent in the past five months. But new waves of claims were coming in, he added, including from aging Vietnam veterans able to seek help for ailments that may stem from exposure to Agent Orange, and from recent combat casualties suffering from post-traumatic stress disorder or traumatic brain injuries




VA Partners with American Bar Association and Legal Services Corporation to Launch a Pilot Program to Help Veterans Receive Decisions Faster and Reduce Claims Backlog 

The Department of Veterans Affairs, the American Bar Association (ABA) and the Legal Services Corporation (LSC) announced today a new partnership and pilot program aimed at reducing the claims backlog and making it easier for unrepresented Veterans to receive assistance developing their claims for disability pay.

Congress Probes VA’s Finances



Based on news reports the Department of Veteran Affairs (VA) continues to earn an unfortunate reputation as an irresponsible spender in some areas:
  • The Hill reported  that Congress subpoenaed VA Secretary Eric Shinseki for more information about two week-long conferences that cost the agency more than $6 million dollars.
  • Last October the head of human resources for the VA resigned after a 142 page VA Office of the Inspector General report confirmed $762,000 in “unauthorized, unnecessary, and/or wasteful expenses” during two conferences held in Orlando, Florida.
  • In July the department spend a whopping $2 million dollars on advertising on Facebook. That’s a lot.
