A big part of the increase in pending claims — 170,000 since Oct. 18 — is the result of Vietnam veterans applying for Agent Orange-related claims after a landmark expansion of eligibility. How VA handles these claims — now being processed at a rate of about 1,000 a day but likely to start moving faster soon — could be a significant aspect of the long-term solution to eliminate the backlog.
